During winter you have to make sure that the surge tanks are kept warm, and for this, you could use an electrical heating unit. When we reuse the condenser water in the plant, it is better to warm the water before we use it. Heating up the reused water help to increase the efficiency of the cycle by lowering the requirement of the fuel needed to heat the water inside the surge tank. Thus to preheat the water, we need to use the steam from the turbine. All though we can’t use it directly due to the vast pressure and high temperature so we need to lower the steam’s temperature in the surge tank, and now we can reuse it again. And the surge tank causes the steam and the water to combine with one another so is kept closer to the condenser.
